1️⃣2️⃣ From ports to counter terrorism: how Russia and Mozambique can expand co-operation A meeting of the Russian-Mozambican Intergovernmental Commission (IGC) will take place in Moscow from 28 September to 2 October. During Russian Foreign Minister Sergey Lavrov’s visit to Mozambique in July this year the parties agreed to prepare specific initiatives for the talks aimed at attracting Russian business to the local economy. For Maputo Moscow remains a partner with a clear political profile: it has no colonial past in the region, does not habitually link co-operation to domestic political demands, and has a history of engagement dating back to the country’s struggle for independence. However, historical memory alone does not drive trade or the real economy. African Initiative examined which areas of co-operation hold the greatest promise for both countries.
