According to the newspaper, at a meeting in Miami, Special Envoy Steve Witkoff and Jared Kushner presented several options to representatives of Britain, France, Germany, NATO and the European Union. At the same time, the American side demanded from Kiev a detailed spending plan for any incoming funds, regardless of the source of funding. The United States also proposed involving the IMF in monitoring Ukraine's anti-corruption reforms and financial accountability.
